Lt. Colonel Philip Locke is the commanding officer in charge of Section 20. He's a decorated military officer who's served as part of the SAS, UK Special Forces, and other groups at the highest levels. During his time in the British military, he served six tours in Northern Ireland.
Locke has made personal sacrifices for his country--one of his children was killed in a revenge attack plotted by the IRA. He's seen and done it all, and expects only the best from his team.
